The 10th Annual MGH Public and Community Psychiatry Spring Symposium continues our tradition of convening faculty and trainees, community leaders and partners, and people with lived experience to showcase ongoing projects and research and generate actionable steps to promote equity.

Meet our Featured Speakers


 

Michael Allard
Chief Operating Officer

Michael D. Allard is the Chief Operating Officer for Home Base, a Red Sox Foundation and Massachusetts General Hospital Program. As one of the founding members of the organization, Michael’s expertise, vision, and drive has helped Home Base grow from a small regional outpatient clinic to a National Center of Excellence dedicated to healing the invisible wounds of war through world-class clinical care, wellness, education, and research. Michael’s enduring gratitude for the sacrifices made by our nation’s service members – including those of his family, past and present – will always be the spirit behind his work. Through partnership development with corporations and nonprofits, Michael has positioned Home Base to be an international leader in military mental health care, establishing notable distinctions and partnerships with Wounded Warrior Project’s Warrior Care Network and President George W. Bush’s Warrior Wellness Alliance. In 2017, Home Base was named the U.S. charitable partner to The Royal Foundation of The Duke and Duchess of Cambridge and Prince Harry’s Heads Together Campaign. And in 2020, he was awarded the Public Service Commendation Medal by the US Army in recognition of his contributions.
Louis K. Chow, PhD


Louis Chow, PhD is a clinical psychologist and the Senior Director of Training Institute and Network Development at Home Base. He oversees education and training initiatives to mental health professionals, first responders and community stakeholders that work with service members and their families. To date, the Training Institute has provided on-line, person, and blended trainings to more than 79,000 participants across the nation.
With funding support from MA Attorney General’s Office, Dr. Chow is currently developing a curriculum to support the care of BIPOC veterans seeking treatment for opioid use disorder using a cultural humility framework. As an expert PTSD trainer and consultant, Dr. Chow helped launch clinical programs in Florida and is supporting Home Base’s efforts to expand outreach and clinical care of historically excluded veterans. He recently served on the Department of Psychiatry’s anti-racism task force and co-leads the Diversity Committee at Home Base.
